CLASSIFICATION SPECIFICATION EXECUTIVE DIRECTOR
FLSA STATUS: EXEMPT
GENERAL STATEMENT OF DUTIES
Provides leadership, supervision and strategic development for the New Horizons Regional Education Centers. Oversees the entire regional program of six participating school divisions to include; Career and Technical Education Center, Governor’s School for Science and Technology, Newport Academy, Center for Autism, Center for Apprenticeship & Adult Training, Youth Workforce Center and Family Counseling Center.
The Executive Director supervises all New Horizons Regional Education Centers employees.
Reports to the NHREC Board of Trustees and is directly supervised by the Superintendent of Record.
Oversees the entire student population. Ensures direct reports monitor student’s success and safety.
Adheres to NHREC directives, policies, procedures, departmental, and school or center guidelines.
External contacts could include various members of the community, law enforcement, fire/safety/rescue personnel, Board members and Superintendents from the six participating school divisions.
School administration, faculty, support personnel, students, parents, and New Horizons office staff.
ESSENTIAL FUNCTIONS (May not include all duties performed)
Leads the vision, implementation and coordination of all regional programs for New Horizons.
Manages the entire budget for NHREC while remaining in compliance with all local, state and federal guidelines. Must be able to draft, administer, and supervise a Center budget consistent with instructional and administrative goals.
Creates innovative initiatives for NHREC that includes research on trends, opportunities, and possible threats that support the strategic plan.
Delivers continuous developments and implementations to support effective instructional programs consistent with the goals and objectives of participating school divisions. Provides advice and updates the Superintendent of Record and Board of Trustees on a regular basis.
Ensures the Board is informed of effectiveness, needs and success’ of NHREC.
Creates agendas for Governing Board meetings.
Evaluates and forecasts human capital needs.
Participates as needed in recruitment, employment, assignment, and termination of all staff.
Coordinates the New Horizon Education Foundation, annual golf classic and other various programs.
Utilizes supervisory staff to fullest potential to ensure the effective supervision and evaluation of all employees.
Establishes individual performance improvement programs for staff as needed that stay consistent with the NHREC mission.
Provides assistance and consultation to participating division superintendents as needed.
Ensures buildings and grounds of NHREC are properly cared for, utilized properly and well sustained.
Seeks and participates in professional development opportunities that align with Centers programs and educational developments that benefit NHREC.
Works with staff, participating school divisions, and the public to effectively maintain an appropriate and conducive learning environment.
Must retain a favorable working relationship with all external customers, business partners and various community college staff.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Ability to establish rapport and communicate effectively (orally and written) with all internal and external customers.
Outstanding organizational, human relations and communication skills.
MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS
Master’s Degree (advanced administrative degree preferred). Minimum five years administrative-supervisory experience (secondary level preferred).
Possess experience supervising specialized educational programs (such as career and technical, talented and gifted and special education). Must be knowledgeable of state and federal human resources laws and Virginia Department of Education procedures.
Possess a Virginia educator license with administrative endorsement.
Valid Virginia driver’s license.
Must be able to remain in a stationary position at least 50% of the time.

No unusual hazards associated with this position.
Flexible work schedule includes evening and weekend hours.
Must be available for meetings with industry personnel.
TERMS OF EMPLOYMENT
Twelve-month contract year.
Performance of this job will be evaluated biennially by the Superintendent of Record.
